Contracting with THA

Every dollar THA contracts is public money spent on homes for Tulsa families. Solicitations, due dates and documents are posted here, along with the Section 3 requirements that put local residents to work.

HUD requirement

Section 3

Section 3 of the Housing and Urban Development Act directs that jobs and contracting opportunities created by HUD funding go, to the greatest extent feasible, to low-income residents and the businesses that employ them.

Who qualifies

THA residents, voucher participants and other low- and very low-income Tulsa residents.

What contractors owe

Good-faith hiring efforts, documented outreach and reporting on Section 3 labor hours.

Why it matters

A parent hired on a THA project is a family with more income in the same community.
