Rebuilding homes families can grow up in

Much of Tulsa's public housing was built decades ago. Development Services finances and delivers the work that keeps those homes standing — and replaces the ones that can no longer be repaired.

Program

Rental Assistance Demonstration (RAD)

RAD lets THA convert older public housing to a more stable form of federal rental assistance, unlocking private financing for repairs and replacement.

What changes for residents

Your rent stays income-based and your right to return after construction is protected. Leases move to the new ownership structure.

What changes for the building

Recapitalization funds new roofs, HVAC, windows, kitchens, accessibility upgrades and, in some cases, full replacement.

How it's financed

Low-Income Housing Tax Credits, private debt and THA capital combined in a mixed-finance structure.

THA, HUD, the City of Tulsa, lenders and resident councils at each affected community.
